Summary


Mr.Gathard has more than 12 years of PeopleSoft Pension Administration experience and 25 years of pension administration experience. He is responsible for all aspects of pension implementation project lifecycle, fit/gap analysis, requirement planning, system configuration, data conversion, testing, production cutover and post-implementation support. Most recently, Mr.Gathard was the functional team lead for the Indiana Public Employee s Retirement Fund and the Indiana Teacher s Retirement Fund. This project involved the creation of a new SOA Application called the Employer s Reporting and Maintenance module ERM and its integration with the PeopleSoft HRMS, Base Benefits and Pension Administration modules. This custom designed SOA application was created in order to facilitate the setup and maintenance of 1500 State of Indiana agencies and employers, enrollment and maintenance of 220000 fund members and the periodic reporting and maintenance of the same 220000 fund member s wage and contribution reports. The custom SOA application was designed to be integrated with the PeopleSoft Pension Administration module which is planned to be implemented at a future date. Key Skills

Functional Pension Team Lead Conducted with SOA Architects requirements analysis, requirement planning and the creation of business process planning, swim charts, screen mockups and requirements documentation. Assisted technical lead in conversion planning, data mapping and the development of the technical specifications. Designed and conducted Unit, System, Integration and User Acceptance testing. Size and Scope PERF and TRF maintains 7 plans/funds covering state employees, city, county and township employees, judges, legislators, police and fire personnel and many other types of governmental employees. There are approximately 1500 reporting agencies/employers having more than 220000 members combined. The Employer Reporting and Maintenance ERM project was designed to first integrate our designed application with PeopleSoft, The Oracle EBS Financial application and 3 legacy pension administration systems. The custom SOA application was designed using Oracle middleware SOA Tools, BEPL, Service Bus and Application Adapters, WebLogic. PeopleSoft applications acted as the main data storage receptacle as it is anticipated the PeopleSoft Pension Application will become the primary pension administration application in the near future.
International Truck and Engine Company
Functional Pension Team Lead Conducted fit/gap analysis, requirement planning, resource planning project plan and provided oversight of the Pension Administration Implementation team. Developed online customizations and all RICE items. Created and performed unit, system, user acceptance and regression test plans. Created and implemented all data conversion mapping, data validation and conversion testing. Supervised and conducted hands-on Pension Administration module system configuration. Lead the effort to integrate the Pension Administration module with the HRMS, Payroll, Benefits and Financial software modules. Wrote all functional customization and interface specifications, some technical specifications. Supervised the creation and testing of the Pension Payroll Interface with the third party payroll vendor, all data conversion and interface testing.
Size and Scope Implemented 5 Pension plans for 15000 active employees and 16 pension plans for frozen benefit or term vested deferred participants. Created the retirement administration system and pension payroll interface to administer monthly pension payments for 50000 retirees and beneficiaries. Special projected related tasks managed include the consolidation of multiple EMPLIDs from a legacy system into 1 coherent originating employee EMPLID in the HRMS, Payroll, Benefits and Pension Administration systems and the integration of a fully functional event-driven post-retirement Benefits Administration module with the Pension Payroll system.
Pfizer Pharmaceuticals, Pension Data Analyst - Forensic Reconstructionist Pfizer has acquired many companies over their business history and recent federal legislation required them to pull all of the employee history, compensation from all legacy payroll systems, into 1 comprehensive data file in the PeopleSoft Pension Administration and HRMS systems. Pfizer uses a career average earnings benefit formula.
In many cases, some of the data sources contained gapping holes in the earnings history of large groups of employees from acquired companies, non-US sources. Mercer Human Resource Consulting and Actuarial Services was tasked to conduct forensic accounting for all employees using all possible data resources in the reconstruction of the earnings history of approximately 94000 employees dating back to 1963.
Mr.Gathard s role was in the reformatting and consolidation of data from these various sources of earnings history and build a rational earnings history for each employee affected for actuarial certification. Once the reconstructed employee earnings data was approved by the actuaries, Mr.Gathard wrote the SQL scripts to update incorrect data or insert missing data into the Pension Administration and HRMS production environment.
ConAgra Foods, Inc, Internal Project Manager and Pension Functional Lead Served as Internal Project Manager to coordinate the effort between internal ConAgra employee resources and the Mercer Human Resource Consulting firm configuring the Pension Administration system.
As the Pension Functional Lead, conducted unit, system, user acceptance and regression testing of all Mercer configured parameters. As a former Mercer hired independent consultant, Mr.Gathard had intricate knowledge of Mercer process and procedure and all Mercer project staff members. 1 of Mr.Gathard s primary tasks was to hold Mercer accountable for all project deliverables and project tasks.
Supervised the implementation and testing of all customizations, interfaces, reports and forms and letters used in daily retiree processing. Mr.Gathard validated all data conversion efforts, the massive effort to consolidate all retiree data from multiple data sources.
During the course of the implementation of 145 pension plans mergers, acquisitions and divestitures required Mr.Gathard to take on the concurrent business needs to adapt the configured system to meet those needs, building new plans, adding blocks of union employees to existing plans and the plan termination payments to thousands of terminated employees due to divestiture. New regulations required Relative Value calculations be completed and incorporated into the calculation systems and forms. Mr.Gathard performed extensive data extract routines to support actuarial valuations and all year-end activities.
Size and Scope This project involved the configuration of 144 defined benefit pension plans and 1 frozen defined contribution plan for 90000 active employees and the retirement administration of 245000 retirees, beneficiaries and alternate payees. All payroll and accounting integrations were supervised and tested by Mr.Gathard at every connecting point, trustee reconciliation and all audit routines.
Harvard University, Functional Pension Lead The primary responsibility was to conduct the fit/gap and requirements phase of the pension project and then to begin configuration of plan parameters engagement cut short due to serious illness just after system configuration was started. Shortly thereafter, the entire project was put on hold and eventually CedarCrestone completed the pension implementation.

Size and Scope Configured and tested the consolidation processing, benefit calculation processing for 45 defined benefit pension plans covering over 60000 active employees. Terminated deferred vested employees and retiree administration was outsourced to a third party vendor.
